Requesting Jail Records

The Snohomish County Sheriff’s Office Corrections Bureau is custodian for several different types of records that require different processing under County Code and State and Federal statutes.  To submit a request for jail records, please read the following and submit your request as directed in each section.

Public Records

Simply stated, a public record is any record containing information related to the conduct of county business or the performance of any county function (RCW 40.14.010).  These records are made available to the public in accordance with the Washington State Public Records Act (RCW 42.56) and Snohomish County Code (SCC 2.51).

Inmate Jail Records

Most inmate jail records, including booking photos ("mug shots") are not public records and are exempt from disclosure.

The Jail Records Act (RCW 70.48.100) governs the release of inmate records and directs what information the jail may make available to the public: the name of an inmate, date and time of the inmate’s confinement and release, cause of the confinement, and bail information. This information can be found on the  daily jail register.

All other inmate records are confidential and may only be provided directly to the inmate, to a third-party with a signed release from the inmate, or by a court order.  To obtain inmate information (other than medical information – see below), please complete an Authorization for Release of Inmate Records (non-medical) Form. The completed form may be submitted in person, by mail, email, or fax to:

Inmate Medical Records

Inmate medical records are confidential and their treatment and release is governed by several different statutes, including The Medical Records Act (RCW 70.02); The Health Insurance Portability and Accountability Act (HIPAA0 - 45 CFR 164.524); and the Health Information Technology for Economic and Clinical Health Act (HITECH - 42 USC 17935).

The release of medical records, even directly to an inmate, requires a signed Authorization for Use and Disclosure of Health Care Information form signed by the inmate.  No medical information on an inmate will be released without this completed form or without a court order signed by a judge.  Once the form has been completed and signed, it may be submitted in person, by mail, email, or fax to:

Cost for Records

 

  • Paper copies:  $0.15 per page (plus postage).  There is no cost for documents less than 10 pages.
  • Color booking photos:  $0.25 per photo
  • Electronic files on CD:  $1.50 per CD (plus postage)
  • Other media such as audio and photos:  Actual cost (plus postage)

Large requests may require a deposit of up to ten percent of the estimated cost of an entire request before copying records. 

Payment must be received before inmate records will be provided to the requestor.  Upon prepayment of fees, the records will either be mailed to the requestor via the U.S. Postal Service or arrangements may be made for the records to be picked up at the jail inmate account window.

Accepted forms of payment:  Cash, money order or a cashier's check made payable to "Snohomish County Corrections" or "SCC."   Personal checks are not accepted. 

Payment Location:  Payments may be made at the jail inmate account window between the hours of 7 a.m. and 11 p.m., seven days a week at the main jail facility at 3025 Oakes Avenue in Everett.  Payments may also be mailed to:

With the appropriate signed release, requestors may also visually inspect inmate records at the jail, by appointment only, at no cost.
