Alcohol & Other Drugs Treatment

Treatment Services for Low-Income Adults & Youth
  • The Community Outpatient Treatment Program administered by Snohomish County Human Services Department, Alcohol and Other Drugs Program, manages substance use disorder assessment and treatment services in non-residential settings to low income persons.
  • Local state licensed substance use disorder agencies are contracted to provide assessment, counseling (individual and group), Medication Assisted Treatment - for adults (MAT), and related case management services.
  • Treatment agencies accept Medicaid (Washington Apple Health), private insurance, and in some cases an individual may be charged for services according to a sliding fee scale that is based on income.
  • Admission is based on eligibility and space availability in treatment groups.

Youth Assessment & Other Treatment Services
For Youth assessment and/or treatment services, directly contact one of the following:
Recovery Support Program (RSP):
Recovery Support Specialists provide housing assistance to clients actively involved in Chemical Dependency (CD) and/or Mental Health (MH) treatment. Participants must be referred by their substance use disorder counselor or mental health counselor to apply for this program.

Housing Liaison Services (WRAPS):
WRAPS Specialists work directly with clients living in publicly funded housing and homeless shelters who are at risk of losing their housing due to untreated addiction issues. Services include referral to CD and MH treatment, recovery support and relapse prevention.

DUI Countermeasure/Victim Impact Panel Program:
Services focus on shifting cultural attitudes so that driving while impaired by alcohol or other drugs becomes socially unacceptable. County staff collaborates with multiple law enforcement jurisdictions in Snohomish County to educate those who have been arrested for driving under the influence, through victim panel presentations.

  • Arrive by 8:30 a.m. for Saturday panels or by 6:00 p.m. for Tuesday panels
  • No waived fees are accepted as of January 1, 2013.
  • The $50 fee is payable with cash or money order only.
  • Rescheduled Victim Panel dates will cost an additional $10 fee, unless rescheduled at least one hour prior to your panel date/time.
