Safe Kids, Improved Pathways (SKIP)

Nearly all the roadways that serve the 34 elementary schools in unincorporated Snohomish County have gaps in their pedestrian pathways. Children walking to school must navigate narrow road shoulders, uneven surfaces and at times must walk in the road itself.

In partnership with local school districts Snohomish County will design and fund projects that provide children safe, accessible pathways to elementary schools in unincorporated Snohomish County.

Funding
The county will dedicate from its annual road levy funding - approximately $1,000,000 per year - to projects that widen shoulders, install crosswalks and crossing beacons, and fill in gaps in walkways within one mile of elementary schools in
unincorporated Snohomish County.

2015 construction timeline
SKIP program timeline
  • Summer 2013: Executive John Lovick announced formation of the SKIP program.
  • Summer / Fall 2013: Inventoried walking routes within a one-mile radius of 34 unincorporated county elementary schools to identify locations with no sidewalks, sidewalk gaps or other pathway needs.
  • Summer-Winter 2013: Completed construction on bonded Local Infrastructure Projects (LIP) near local schools.
  • Fall 2013: Worked with eight school districts, district transportation supervisors and administrative staff at the 34 elementary schools to identify specific needs..
  • Fall/Winter 2013: Completed work on previously designed LIP projects near four local elementary schools.
  • Jan. 2014: Refined list of potential pedestrian improvement projects requested by local schools and began design on eight projects.
  • Feb. 2014: Finalized criteria for prioritizing pathway improvements
  • March 31, 2014: Completed preliminary project ranking and prioritization
  • April - June 2014: Completed preliminary scoping and planning-level project cost estimates. Continue design and permitting on previously planned LIP projects near schools.
  • Summer 2014: Constructed 12 SKIP projects near local schools (see list below). 
  • Ongoing: Continue design/permitting work for future pathway improvement projects; advertise and construct as funding permits.
