Consolidated Homeless Grant & Emergency Solutions Grant

2016-2017 Notice of Funding Availability and Request For Proposals 
Snohomish County is pleased to announce the availability of 2016-2017 Consolidated Homeless Grant (CHG) dollars and Emergency Solutions Grant (ESG) pass-through dollars from the Washington State Department of Commerce. Approximately $915,000 may be awarded for an 18-month period commencing January 1, 2016 and ending June 30, 2017.

A Notice of Funding Availability (NOFA) is announced for emergency shelter facilities in Snohomish County. 
A separate Request For Proposals (RFP) is released simultaneously for:
  • Targeted Prevention
  • Rapid Re-Housing
  • Ending Family Homelessness (TANF Families) Rapid Re-Housing
Pre-Application Workshop
A pre-application workshop was held on Thursday, September 24 2015, 1:30 p.m. to 3:30 p.m. The workshop covered CHG and ESG program regulations and application requirements, as well as questions raised by participants in attendance. 
Pre-Application Conferences
Technical assistance is also available to potential applicants through pre-application conferences. Assistance available includes answers about CHG and ESG regulations and application requirements and discussing the proposed project’s compliance with program regulations and eligibility for funding.
If you would like to set up a pre-application conference or have any questions, please contact Leila Bettys (425-388-7303). The deadline for pre-application conferences and for submitting questions is three (3) days prior to the date applications are due.

Application Review Criteria
The Project Review Committee and county staff will use the 2016-2017 CHG-ESG Application Project Review Criteria to review proposed projects and make funding recommendations to the county. Final awards are contingent on fund availability.

Application Submission and Deadline 
Due to a technical issue, Snohomish County is extending the submission deadline to 4 p.m. on Wednesday, October 21, 2015. No applications will be accepted after this deadline. One signed electronic copy of the Application (NOFA or RFP), one copy of the Agency Capacity and Experience (Exhibit A), one Proposed Contract Budget (Exhibit B) must be received by the revised deadline.  Applications will not be accepted by fax.
