Request for Proposals (RFP)


Snohomish County is soliciting responses from organizations to procure service providers to deliver the Family Caregiver Support Program and Kinship Caregivers Support Program

Family Caregiver Support Program (FCSP) providers deliver information and support to unpaid family or other unpaid caregivers (whose care receivers are not involved with the Medicaid-funded Long-Term Care service system) and postpone or prevent the need for more expensive forms of care for adults (care receivers) needing ongoing care or supervision.

The Kinship Caregiver Support Program (KCSP) supports grandparents and other relatives who are at-risk of being unable to maintain the caregiving role without additional financial support at the time a child(ren) come to live with their relatives, as well as after the initial period.

The County expects to award three (3) successful RFP candidates to serve all of Snohomish County for up to $655,136 (no guarantee of funding). The funding amount is subject to appropriation. One of the three successful FCSP candidates will also be awarded the Kinship Caregivers Support Program (KCSP). The contracts start date will be July 1, 2022. 


Snohomish County Long Term Care and Aging developed the Request for Proposal (RFP) describing the schedule, scope of work, qualification requirements, and instructions for completing the RFP.

A mandatory Letter of Intent to apply for the RFP must be submitted by 4:00 p.m., Monday, February 28, 2022. Organizations not submitting a Letter of Intent by the due date and time will forfeit their right to apply for the RFP. Letters of Intent to apply for RFP are to be submitted via e-mail to:
