Snohomish County maintains a Comprehensive Emergency Management Plan (CEMP) for the unincorporated portions of the county providing an overview of the county's approach to emergency operations. The CEMP contains a Basic Plan and more specific Emergency Support Functions (ESF) plans. The individual CEMP's created by cities, towns, and tribes within Snohomish County coordinate with the county's overall CEMP to manage local emergencies and disasters. These plans are locally reviewed. Once updated they are submitted to the Washington Emergency Management Division for approval as specified in the Washington State law.
