Frognal Estates

Project Description
Frognal Estates, formerly known as Horseman's Trail, is a proposed single-family subdivision project for 112 lots. It is an assembly of three currently forested parcels totaling 22.34 acres in the Picnic Point neighborhood, an area between Mukilteo and Edmonds.

Environmental Review

Because development of this site would require substantial grading and may have off-site environmental impacts, Snohomish County is requiring supplemental environmental review of the possible impacts. This review is called an Environmental Impact Statement (EIS). A Draft EIS was issued on July 23, 2014 and a Final EIS will be issued later in 2015.

Subdivision Review

It is possible to finalize the review of the proposed subdivision once the environmental review is complete, per the State Environmental Policy Act (SEPA) requirements. If measures to mitigate the environmental impacts of the development are identified in the environmental review, then those measures may be required as part of the subdivision approval.

Project Milestones
  • July 23, 2014: Draft EIS is issued.
  • April 27, 2007: Determination requiring SEPA environmental review and request for comments is issued.
  • August 4, 2005: Subdivision application is deemed complete.
Next Steps
After the Final EIS is issued, the subdivision proposal will go to the County Hearing Examiner for consideration. The Hearing Examiner may (1) approve Frognal Estates, with conditions, (2) remand the project for further review, or (3) deny the subdivision if it does not comply with County Code.
