2015 Weatherization Request for Qualifications
Snohomish County is soliciting responses from organizations interested in providing services to Low Income Weatherization clients residing in Snohomish County. The County is seeking annual contracts to provide Weatherization Services and separate annual contracts to provide Mechanical Services. All work is funded by federal, state, and local grants and subject to state prevailing wage rules. The Housing and Community Services Division has developed two Request for Qualifications (RFQ) packages; one for Weatherization Services and one for Mechanical Services.Each package contains specifications and response instructions. Minority Owned Businesses and Women Owned Businesses are encouraged to apply.

The purpose of this conference will be to explain the RFQ process and answer general informational questions. All prospective proposers are encouraged to attend. Written inquiries concerning this RFQ may also be submitted to Weatherization Program Supervisor Bill Beuscher by 12:00 pm on Tuesday, January 6, 2015. Written inquiries will not be accepted after that date.
Within five working days of the Proposers’ Conference, if required, written responses to questions raised during the Proposers’ Conference and to written inquiries as well as any resulting addenda to the RFQ will be mailed to Proposers’ Conference attendees. Oral explanations and/or instructions will not be binding. No questions raised after the Proposers Conference will be answered.
Deadline for Submittal
To be considered, proposals must be received no later than 12:00 pm on Friday, January 30, 2015. Late proposals are ineligible and will not be considered. Late proposals received at the Human Services Department after the time indicated on this RFQ will be stamped on the envelope with the date and the time received. If requested by the proposer, a copy of the rejected proposal will be returned, with the original being maintained by the department. Send proposals by mail to Bill Beuscher at the above mentioned address. Hand delivered proposals should be taken to the reception desk on the Lower Level of the Drewel Building (Administration East). There is an entrance to the Lower Level on Oakes Avenue between Rockefeller and Pacific.
