2015 Community Services Block Grant Request for Proposals

Snohomish County Human Services Department is requesting proposals to enhance the Navigation and Coordinated Entry system in Snohomish County by using the CSBG award to provide extended evening and weekend hours for staff, coupled with Flexible Funds to assist clients.


A Proposer's Conference was held on Tuesday, May 19, 2015 from 2:00 p.m. to 3:30 p.m. in the Snohomish County Admin East Building, room 6A04. Please refer to the minutes of the event for a complete listing of the questions asked and answers provided.

2015 Application for CSBG Funds

Awards will be based on the ability of proposers to provide services that result in enhanced Navigation service delivery to Snohomish County individuals and families who are facing a housing crisis or some other urgent need, AND who are seeking help after normal business hours.

The County expects to have approximately $200,000 available for this Request for Proposal (RFP) for the Program Year beginning in July 2015 and ending in June 2016. There is no guarantee of continued funding for future years.

Application Submission & Due Date

One paper original, one paper copy, and one electronic copy of the application must be received by 4 p.m., Tuesday, June 2, 2015. Late applications will not be accepted. Applicants are strongly encouraged to hand-deliver applications to the Human Services Department, as specified below, to avoid missing the deadline due to mail delivery. Applicants must also email an electronic copy.

Proposal documents are listed below. The Community Services Advisory Council (CSAC) will rate proposals and make funding recommendations to the county. Final awards are contingent on fund availability. The county reserves the right to reject any or all proposals.
