Docket XIX (2019) 

PDS received three docket proposals (non-county initiated proposals) by the October 31, 2016, deadline for initial County Council consideration as Docket XIX in 2017 with final action in 2019 on any proposal that is placed on the final docket. PDS will begin an initial review and evaluation of Docket XIX next month and will be contacting Surface Water Management and TES Program Planning for preliminary scoping of the proposals at that time. The three proposals consist of the following:

  • SW2 (PDF) – A proposed three option application by Paula and Alan Crandall, who reside at 18907 43rd Ave. SE, to consider all of the following options:
    1. An adjustment to the SWUGA that would not increase residential capacity within the SWUGA. This option would remove 230 acres from the SWUGA along its eastern boundary adjacent to Lowell-Larimer Rd. and add 146 acres to the SWUGA further south along both sides of 43rd Ave. SE. The proposed UGA addition area would contain the North Creek High School athletic fields on the west side of the proposal site and would include properties north of Jewell Rd./196th St. SE, south of 184th St. SE and west of 51st Ave. SE. The proposed UGA addition area would be redesignated from RR to ULDR on the FLUM and rezoned from R-5 to R-7,200. The proposed UGA removal area would be redesignated from ULDR to RR and rezoned from R-7,200 and R-9,600 to R-5. No amendments to GPP policies or GMA regulations are included in this option.
    2. An adjustment to both the SWUGA and the Granite Falls UGA that would result in no net gain of residential capacity between the two UGAs. The proposed added residential land consists of 146 acres located in the 43rd Ave. SE area of the SWUGA as described in SW2 Option 1. The SWUGA addition area would be redesignated and rezoned as described in SW2 Option 1. The proposed UGA residential removal area is located within the Granite Falls UGA and consists of 161 acres that would be redesignated from ULDR to RR and rezoned from R-9,600 to R-5. The proposal would also amend GPP Policy LU 1.A.14 and regulations in 30.74 SCC to allow UGA adjustments between individual UGAs that would not increase residential capacity. The proposal acknowledges that Countywide Planning Policies (CPP) would also need to be amended.
    3. An expansion of the SWUGA to add 146 acres as described in SW2 Option 1 and amend GPP Policies LU 1.A.1, LU 1.C.1, and LU 1.D.1 and add a new GPP policy which together would allow a minor UGA expansion that provides a more defined UGA boundary consistent with new criteria and which would be exempt from population safety factor and land capacity analysis requirements. The proposal acknowledges that CPP policies would also need to be amended.
  • SW3 – A proposed two option application by Land Development Consultants, Inc. to consider both of the following options:
    1. An adjustment to the SWUGA that would not increase residential capacity within the SWUGA. This option would remove 230 acres of the SWUGA along its eastern boundary adjacent to Lowell-Larimer Rd. and add 135 acres to the SWUGA further south adjacent to the SWUGA in an area north of Maltby Rd., south of Jewell Rd./196th St. SE and west of 51st Ave. SE. The proposed addition area would be redesignated from RR to ULDR on the FLUM and rezoned from R-5 to R-7,200. The proposed removal area would be redesignated from ULDR to RR and rezoned from R-7,200 and R-9,600 to R-5. No amendments to GPP policies or GMA regulations are required for this option.
    2. An expansion of the SWUGA to add 135 acres as described in SW3 Option 1 and amend GPP Policies LU 1.A.1, LU 1.C.1, and LU 1.D.1 and add a new GPP policy which together would allow a minor UGA expansion that provides a more defined UGA boundary consistent with new criteria and which would be exempt from population safety factor and land capacity analysis requirements. The proposal acknowledges that CPP policies would also need to be amended.
  • SW4 (PDF) – Proposal by the Northshore School District to expand the Southwest Urban Growth Area (SWUGA) by 31+ acres to include the eastern half of the new North Creek High School campus. Proposed UGA expansion area would be redesignated from Rural Residential (RR) to Urban Low Density Residential (ULDR) on the Future Land Use Map (FLUM) of the General Policy Plan (GPP) and rezoned from R-5 to R-9,600. The site is located east of 35th Ave. SE, west of 43rd Ave. SE, north of Jewell Rd. and south of 184th St. SE. The site contains the new high school’s athletic fields and tennis courts.
