Our office is located on the Lower Level of the Robert J. Drewel Building at 3000 Rockefeller Avenue, Everett WA 98201. The main entrance is located on Oakes Ave. Look for, "Human Services Oakes Avenue Entrance" on the glass doors.
Office Hours:
Monday, Tuesday, Thursday, and Friday (the office is closed on Wednesdays except for Oct 1st.)
Mornings: 9:00 am - 12:00 pm, taking clients until 11:30 am
Afternoons: 1:00 pm - 4:00 pm, taking clients until 3:30 pm
Program Overview
The Energy Assistance Program provides a one-time per heating season assistance in paying the heat bill for eligible households. Benefits of the Energy Assistance Program include:
- The program helps with all heat fuel types (oil, natural gas, wood, propane, and electric).
- The program provides grants ranging from $200 to $1,250 (depending on income, household size, type of housing, and heat bill)
- The program provides some heating system repairs for applicant owner.
- The program helps natural gas customers sign up for bill discounts. Eligibility and discount percentage is based on income.
- Air Conditioners provided to resident's who are eligible for LIHEAP.
Program Components
There are five Energy Assistance Program components. They are:
- The Low-Income Home Energy Assistance Program (LIHEAP) helps with all fuel types and has a maximum benefit of $1,250. Program guidelines are at 150% of the Federal Poverty Guidelines (FPG).
- Low Income Home Energy Assistance Program (LIHEAP) Cooling program – Provides a free air conditioning unit to resident's who are eligible for a LIHEAP grant this season. Only one unit per household can be provided every (7) years.
- The State Home Energy Assistance Program (SHEAP) helps with electricity and has a maximum benefit of $1,000. Program guidelines are at 80% of the 2023 AMI (Area Median Income).
- The Puget Sound Energy HELP program helps with PSE clients only and provides a maximum benefit of $1,000. Program guidelines are at 80% of AMI (Area Median Income)
- The Cascade Natural Gas - Cascade Arrearage Relief & Energy Savings (CARES) provides a bill discount program and arrearage relief if applicable. Program guidelines are at 80% of AMI (Area Median Income).

Please call our phone line (see hours above) or you may come into the office to apply in person. Please note: we stop taking applications at 3:30 pm.
Grants
For the 2025-2026 heating season we will be providing free portable air conditioning units provided by the LIHEAP Program. To receive an air conditioning unit, you must be eligible to receive a LIHEAP grant this season and have not already received a unit from us. There is a limit of (1) unit per household every seven years.
