Everett Level III Sex Offender Notification

Willie Jay Russell, a convicted Level 3 sex offender, is moving to the 11500 block of Hwy 99 in Everett.  Russell is 57 years-old and has been convicted of 2^nd degree rape and attempted statutory rape.  He was most recently convicted of telephone harassment and intimidating a public servant.  Russell is not on active supervision and his only requirement is to register as a sex offender.
